A nice patriotic cover with the title “Jeff Davis’s Letters of Mark.” It shows a caricature of the Confederate president unleashing pirates into the sea. Early in the war, Davis issued many letters of mark to the owners of private ships, or privateers. The cover is unused and measures about 5 1/2” x 3”.
